Meet the founding owners
Arise Psychiatric Urgent Care and Arise Health Management Group, LLC were founded through a shared commitment to improving access to timely, high-quality mental healthcare throughout the Central Valley. After years of serving the Bakersfield community, Dr. Albert Ma and Dr. Kingwai Lui recognized the growing need for immediate psychiatric services that bridge the gap between traditional outpatient care and hospital emergency departments. Their combined experience in clinical practice, medical education, and psychiatric program development reinforced the importance of providing patients with rapid access to compassionate, evidence-based care during times of crisis.
Joining them is Angela Barton, Co-Founder and Chief Executive Officer of Arise Health Management Group, LLC, whose extensive experience in healthcare operations, strategic growth, and community leadership helped transform that vision into a sustainable model for expanding mental health services. Angela has played an integral role in developing the operational infrastructure, business strategy, and long-term vision that support the delivery of exceptional patient care.
Together, they are committed to reducing barriers to psychiatric care, strengthening the continuum of behavioral health services, and providing a safe, supportive environment where individuals and families can receive the care they need, when they need it most.
